He was an extremely popular ex-governor of Texas and they had been proud when he won the previous national election.  They were also proud to vote for him in the current election, in spite of the ban against him running and the massive voter intimidation campaign that raged all over the media.  He did not actually run for President, but many seeking other offices asked for him to come and stump for them.  And when Samuel Lopez answered those calls from all over America, he did not wear the business suit and tie popular in Washington.
