The submariners built our first space navy, but when the surface navy admirals finally bribed the politicians to give them a space navy, the submariners found themselves relegated and losing funding for their “silly little boats.”  But they were the best scouts, and they soon bribed their own politicians to officially form the Scout Service as part of the Special Warfare Command.  And so to this day, Scout Service personnel wear the Dolphins on their breasts.
