The New England Federation Starfleet is a meritocracy, where anyone can rise to the rank of captain of a Starfleet vessel based on skill alone. Any race, sex, or family is welcomed and encouraged to pursue starship command, and there are always destroyers or cruisers available for those who prove their competence. Even survey cruiser commands are filled via competency tests, though a Great Family name does give prospective commanders for plum assignments like those an assumed bonus in competence. In the end though, all Starfleet starship commanders must prove their worthiness to command, through long years of service in other positions before they are granted their first command.
An important note pertaining to New England Federation citizens removed from local jurisdictions by Starfleet. Removal from the jurisdiction is not a removal from consequences. The Federation fully understands that it would look bad if they allowed their citizens to victimize others with no penalties, but they will not allow a Federation citizen to languish in third world hellholes. Starfleet will remove any citizen from local custody, and then Starfleet lawyers will represent them in local court cases. Starfleet will even pay reasonable fines or penalties on their behalf based on agreements with local governments. And then Starfleet will help the citizen arrange repayment to the Federation for those services. Starfleet takes care of it all.

The New England Federation Starfleet is the most common way most people outside the Federation interact with the Federation. Their starships travel everywhere in Alliance space and beyond. Starfleet personnel are trained to be courteous, trained to be kind, trained to smile, and most importantly, trained to put a bullet in the favorite piece of anatomy belonging to anyone who threatens a Federation citizen, in Federation space or beyond. They will participate in search and rescue operations, help defend a world from raiders, or simply talk nicely as they spend Federation credits at a local store. And they will happily remove Federation citizens incarcerated by any world for any reason. Local authorities are not required to cooperate. Starfleet has got this.
