New Earth survived The War relatively intact.  The Shang alliance attacked the world multiple times, trying to drive the Western Alliance off it.  The Shang even performed an orbital bombardment of Landing City once, though newly built ground-to-orbit defenses bled them white.  When the Chinese were finally forced to make concessions for Peace, New Earth was one of them.  Xin Xiang remains as a Free Chinese city, now part of the Western Alliance.
