The Outer Colonial militaries have always had budgetary issues.  They can rarely afford battleships and fleet carriers, so they make do with smaller ships.  They work longer hours, do more with less, and often use obsolete equipment that “real” militaries have long since retired.  That’s why the generals and admirals in Core World militaries generally look down on them.  The War weeded out most of those idiots, though the universe has practice making better idiots.
